Delivery confirmation does that.
Explain how ups can 
"reschedule" delivery at will and not pay a refund for their missed "guaranteed" delivery window?

		<description>The USPS is allowed to use deceptive advertising and get away with it.  Their window clerks are trained to use the misleading language to lie to their customers that they are getting the same services offered by private carriers, when in fact they are not.</description>
