		<description>The earlier cutoff time for outgoing mail has meant more state mail is processed and delivered to the USPS a day later by Consolidated Mail Services. Instead of today&#039;s date, the mail has tomorrow&#039;s date. In that sense official state mail has been delayed by 24 hours. Depending upon the importance of the mail, that may be acceptable to most people.</description>
