		<description>The earlier cutoff time for outgoing mail has meant more state mail is processed and delivered to the USPS a day later by Consolidated Mail Services. Instead of today's date, the mail has tomorrow's date. In that sense official state mail has been delayed by 24 hours. Depending upon the importance of the mail, that may be acceptable to most people.</description>
