The reason? The criminals don't know who is armed. The opposite situation is New York City. They have VERY TIGHT gun control laws, yet their gun crime rates are sky high. NYC is a perfect example of that anti-gun control saying, "When guns are outlawed, only outlaws will have guns." It's true!
