USPS- Reform passage doesn’t change plans for rate increase

Yesterday’s DMM Advisory from the US Postal Service:

We’ve been asked if the recently passed Postal Reform legislation will have any effect on the current proposed pricing change. It will not. We are still on target for a May 2007 implementation of new prices and mailing standards. We’ll have our revised mailing standards Federal Register published in early January 2007

    DMM,

You and your cronies have demanded Reform. Now that the politicians have passed it,awaiting for the President signature, What have you gained?

Prices will still rise as planned !

As with most policy or legislative reform, typically, the benefit period does not begin immediately. It was known by all parties that the USPS would have until 2008 to implement. However, the big immediate win is in the escrow ($3 bil saving for 2007). This keeps the USPS from having to submit another rate case proposal by March of 2007 (before the current one is enacted in May 2007) for implemention in 2008, prior to the PAR Act mandate. Like chess, think two steps ahead!!!
