		<description>As with most policy or legislative reform, typically, the benefit period does not begin immediately.  It was known by all parties that the USPS would have until 2008 to implement.  However, the big immediate win is in the escrow ($3 bil saving for 2007).  This keeps the USPS from having to submit another rate case proposal by March of 2007 (before the current one is enacted in May 2007) for implemention in 2008, prior to the PAR Act mandate.  Like chess, think two steps ahead!!!</description>
