Commission Initiates Public Outreach on Universal Postal Service Study

The Postal Regulatory Commission today established Docket No. PI2008-3 and invited public comment on universal postal service and the postal monopoly in the United States. The Postal Accountability and Enhancement Act (PAEA) requires the Commission to submit a report to the President and Congress on “universal postal service and the postal monopoly in the United States, including the monopoly on the delivery of mail and on access to mailboxes”. The report is to be submitted not later than December 19, 2008.

In preparing its report, the PAEA requires the PRC to “consult with the Postal Service and other Federal agencies, users of the mails, enterprises in the private sector engaged in the delivery of the mail, and the general public”. Further, the legislation requires the Commission to address in its report any written comments that it receives. As part of its effort to fulfill these obligations, the Commission is initiating this docket to solicit comments on universal postal service and the postal monopoly.

Initial comments are due 60 days after publication of the notice in the Federal Register. Reply comments are due 90 days after publication of this notice in this Federal Register. All comments and suggestions received will be available for review on the Commission’s website at www.prc.gov.

In addition to this solicitation of comments, the Commission intends to hold several public hearings at locations outside of Washington, D.C., in order to hear from a broad cross section of the mailing public. The dates and locations for those hearings are as follows:

May 21, 2008 (2 pm):
Flagstaff City Hall
211 West Aspen Avenue
Flagstaff, AZ 86001

June 5, 2008 (10 am):
City Hall/Court House Building
City Council Chambers, 3rd Floor
15 Kellogg Boulevard
St. Paul, MN 55102

June 19, 2008 (2 pm):
City Hall
1 Junkins Avenue
Portsmouth, NH 03801

Additionally, the Commission intends to sponsor an open workshop in Washington, D.C. during May 2008, to receive public comment.

Further details on the field hearings and other steps to be taken in this docket will be posted on the Commission’s website at www.prc.gov.

I personally feel that the country needs to retain universal mail service, because we continue to have too many people in the proverty range. They would not be able to part take of any of the things america has to offer if they were disconnected from the rest of the country.

At least they are able to relate to each other.

Will the postal Service offer Early outs ( VERA ) if this recession continues into 2009 Fiscal Year. Gas & Oil prices continue to climb at record prices.

If it continues, I would think the Postal Service would offer Early outs so that they could re-hire new employees and put them were needed as the Postsal Service continues to build its infrastructure of Huge facilities throughout the country like they have been doing for the past 7 years.

Think about it. The Postal Service offers early outs ( VERA) nationwide. They replace these older workers with younger workers that are not burnt out and can bring new ideas into the Postal Service.

THe two huge issues that need to be discussed nationally on TV or newspapers is the Savings that will come from that.

    1. Replace the workers and have the flexability to place these new workers where needed.

    2. Saving on base pay. The new employees will have to start from the bottom step and will take up to 9 years to reach the Top step of the retiring employees.

    3. Very big reason. The new workers will be at work more often as the new workers will only get 13 day of vacation time per year until they reach over 3 years of service. That is huge as the current workers that would take the early out are currently getting 26 vacation days per year as most of the employees that would take the early out would have over 15 years of service which gets the 26 vacation days.

Huge huge huge saving is pay and also vacation time. You would have new workers that are younger and more energetic and can bring fresh new ideas into the postal Service and you pay them a lot less and also they will be working more days during the year.

Think about that for savings. That is the ace of spade the postal service has going for them if they come upon financial problems. The probelm is that the Postal Service in FY 2008 Q1 made $672 Million dollars even though the standard mail and First class mail decreased.

I would like to have someone contact me so we could talk over the telephone about my philosophies and visions of the Postal Service as I feel I have a good feel for the Strategic plans the Postal Service has planned in the coming years. Feel free to contact me at drk66@aol.com. Feel if you talk with me I could give you some great insights on whats going on in this Country and with the Postal Service.
