NAPS to “fully exercise our consultative rights under Title 39″ on RIF issues

Executive Board Members,
We would like to update you on the status of our efforts to resolve the problems that we have with the Postal Service’s consolidation of Districts, their implementation of RIF avoidance and the changes that have been announced in the Plants across the country.
On April 7, 2009, our headquarters office advised the Postal Service, in writing, of our objections to the revised timeline that the Postal Service offered at our board meeting last week. We also advised the Postal Service that we intend to fully exercise our consultative rights under Title 39, in all of their announced plans.
It is our expectation that the Postal Service will provide NAPS with the opportunity to review all of the consolidation plans of the Postal Service and for NAPS to be able to offer alternatives to their plans within the scope of our right for consultation and then receive a written response following our consultations.
We have not received a response from the Postal Service to our position letter, and we are awaiting a reply. As soon as further information is available we will let you know.

Way to go NAPS! Use all your legal and consultation rights to ensure you have a voice. The USPS needs to hear from all the major stakeholders on this issue. The change management practices of the USPS is deplorable and dehumanizing. Congressional action is necessary to address this issue and the overall postal culture.

What is our rights???? I don’t understand what rights NAPS is talking about when the RIF and District closings are already in progress. I mean isn’t it a little late to be addressing our rights at this point in the game?????

I have another issue with this. ASP grads do not own a job as stated by the USPS so what rights do we have? What kind of game is being played here when a few months ago all these openings for ASP jobs popped up and now they are eliminating the jobs after we graduate. I would not have even applied for it if I would have known the possibilities of losing my job permanantly!!! I would have stayed in craft. It sounds to me that Headquarters Upper Management (PMG) needs a overhaul with someone who better knows how to take care of a business.

I have experienced NAPS in action and I personally believe that the USPS is going to get whatever they want and NAPS is going to just move aside and let them have it their way. I do not understand how it could get this far without NAPS having some kind of clue it was happening. I guess we get what we pay for. No disrespect intended, I’m looking at past practices.

I am curious as to how my job is considered. I have been with the postal service 10 years 6 as an employee and the first four as a TE. I have been a supervisor for 3 years does my time in service count or the time in management count when it comes to receiving a RIF notice? Do the current ASP go first? I feel like I am in Limbo with no clear view of the future of me or my children
