		<description>Do you know ANYTHING about contracting at that (gov) level?  Went through this many times with military bases that were sceduled to be closed.  The MONEY had already be approved, budgeted, and contracts awarded (a 5 year plan) and the winnng contractor was gonna get his money contract filled or not.  I would bet this is the same thing with the USPS.  Hey Congress, forget 5 day delivery, stop this kinda crap, and upper level bonuses.  And give back the 75 Billion!!!</description>

They are (for their own interests) trying to waste money at every opportunity in an effort to financially cripple this organization beyond repair. I would challenge anybody, postal or otherwise, to refute that statement. L&#039;Enfant Plaza wants to privitize us, and the only way they can get around the unions and government bureaucracy is to destroy us from within.
       Within that framework, management hasn&#039;t yet decided to close the Lima plant and move operations to Toledo, or vice versa. Lima has always had the more efficient operation. Management has always had a problem covering both their options and their own butts.</description>
