<p>The National Association of Letter Carriers has entered into a new Joint Alternate Route Adjustment Process JARAP with the United States Postal Service for 2011. There are three documents that must be read in conjunction to fully understand the JARAP 2011 process. The memorandum of understanding M-01746, the joint guidelines M-01747 and the joint training document M-01748. Key changes to the agreement include a new 3999 review process, selection of the 3999 that is closest to the selected street time, an expedited bidding process option for entire zones that are optimized under COR and NALC COR technicians to ensure COR is used fairly in future JARAP adjustments.</p>

			<content:encoded><![CDATA[<p>President Rolando announced May 4 that the NALC and the Postal Service have reached an agreement on the next phase of a Joint Alternate Route Adjustment Process. However, the agreement makes it clear that finalizing a number of incomplete revisits of 2009 MIARAP adjustments must be given priority over the evaluation and adjustment of routes/zones under the new JARAP.</p>
<p>Included among several positive changes to the process are automatic reviews of specific forms to ensure the integrity of the data being reviewed. Additionally, rather than reviewing all routes/zones nationwide, only routes/zones requested by either party will be evaluated and/or adjusted under JARAP. Local parties may also submit locally developed alternatives for adjusting routes to the national parties for review and possible approval.</p>
<p>&#8220;NALC is pleased to reach an agreement that improves the joint alternative process,&#8221; Rolando said. &#8220;The new agreement builds on the key principles established in the IRAP and MIARAP—no decision at any level regarding the evaluation and/or adjustment of any route can be made without the agreement of both the union and management.&#8221;</p>

<p>Today, Congressman Chris Murphy (CT-5) released a letter he sent to Frank Marshall, Acting District Manager for the United States Postal Service to get answers for Meriden residents about how the Postal Service is going to resolve the mail delivery delays in the city caused by the recent elimination of eight routes.</p>
<p>&#8220;Individuals and businesses rely on the United States Postal Service; they expect to receive their bills, paychecks, and other important packages in a timely manner. The Postal Service’s sudden change in service begs not only explanation, but a solution,&#8221; said Murphy.</p>
<p>Murphy has received calls into his office about the situation. Many of those affected by the route changes are senior citizens, who are waiting until the late evening for their mail to arrive.</p>
<p>Minor adjustments to the routes have not remedied the delays. As a result, Murphy has asked the United States Postal Service detail how the routes are being improved to provide better customer service.</p>
<p>&#8220;I don’t think it’s too much to ask that the Postal Service deliver for their customers, the residents of Meriden, before they go to bed every night,&#8221; said Murphy.</p>
